Any two-wheeler — regardless of age — that fails the automated fitness test at an authorized testing station must be scrapped.

Receive Certificate of Deposit (COD) & Scrap Value
The RVSF operator verifies and accepts your application, then issues the Certificate of Deposit (COD). At this same stage, the agreed scrap value is transferred directly to your bank account — payment is always via bank transfer, never in cash. The COD is digitally signed by the RVSF.

Claim Benefits on Your New Vehicle
Present the COD when purchasing your new vehicle to claim the road tax rebate, registration fee waiver, and any additional manufacturer discounts. The COD can be used once for these benefits. It is valid for 3 years from the date of issue.

Optionally Trade Your COD
If you do not plan to buy a new vehicle, you can trade or sell your COD at the same RVSF or via the official DigiELV trading portal instead of using it yourself. Trade value may vary by RVSF. The COD remains valid for trading within 3 years of issuance.

Receive Certificate of Vehicle Scrapping (CVS)
After your two-wheeler has been fully dismantled — including uploading photographs of the chassis cutout and engine cutout as proof — the RVSF generates the Certificate of Vehicle Scrapping (CVS). This typically takes about 7–10 days after the COD stage. The CVS is the final confirmation that your vehicle has been officially scrapped and removed from the VAHAN database.
